“민주노총 총파업, 한국노동자와 전 세계 노동자들 위한 투쟁”
민주노총 4.24 총파업을 앞두고 샤란 바로우 국제노총(ITUC) 사무총장이 동영상 연대메시지를 보내왔다. 국제노총은 전 세계 162개 국에 328개 가맹조직을 두고 1억 7,600만 명 노동자를 대표하는 국제적인 노동조합 조직으로, 브뤼셀에 본부를 두고 있다. 바로우 사무총장은 “(민주노총 총파업은) 한국노동자들의 권리를 위한 투쟁이자 아시아, 더 나아가 전 세계 노동자들을 위한 투쟁”이라며 지지의 뜻을 밝혔다. 영문 전문과 번역본은 다음과 같다.

오늘 노동자들의 기본 권리를 쟁취하기 위해 투쟁에 나선 한국의 노조 간부, 모든 노동자 여러분께 인사드립니다.
정부가 사용자들과 결탁하여 고용안정과 공정한 임금에 관해 노동자들이 목소리를 내는 것을 막고 노동기본권을 박탈하려 한다면, 이것은 대단히 잘못된 것입니다
노동자를 소모품으로 만드는 것은 용납할 수 없습니다. 국제 노동법은 노동자는 소모품이 아니라고 규정하고 있습니다. 노동의 존엄은 기본권을 바탕에 둬야 합니다. 결사의 자유에 대한 권리, 단체교섭권이 보장될 때 사회적 대화는 가능합니다.
현재 전세계 노동인구의 40%가 비공식 노동에 종사하고 있습니다. 비공식 부문은 고용 계약이 불안정한 가운데, 고용 보호에 대한 권리가 전혀 보장되지 않습니다. 사용자가 원하면 노동자를 해고할 수 있습니다. 노동유연화는 궁극적으로 노동자들을 이러한 비공식 노동으로 이끕니다. 많은 노동자들이 권리를 전혀 보장받지 못하게 된다는 뜻입니다.
노동기본권을 전적으로 보장하는 정부 정책을 촉구하는 여러분의 투쟁과, 지속가능한 미래는 오직 노동자의 존엄성과 권리 보장을 바탕으로 한다는 여러분의 메시지를 지지합니다.
사업장단위에서 임금과 노동조건을 결정할 수 있도록 하는 단체교섭 역시 중요합니다. 이러한 권리가 정부 정책과 법률을 통해 보장되어야 하고, 침해됐을 시 노동법원을 통해 구제받을 수 있어야 합니다.
오늘 여러분의 투쟁은 한국 노동자들의 권리를 위한 투쟁입니다. 그러나 여러분의 투쟁은 아시아 지역, 그리고 전 세계 노동자들을 위한 투쟁입니다. 세계화 속에서 기업의 권력은 커져가고 노동자들의 권리는 보장되지 않는다면 더 이상 가만 둘 수 없습니다.
국제노총은 민주노총을 지지합니다. 여러분의 파업권을 지지합니다.
여러분의 투쟁은 고용안정과 정당한 임금, 노동조건, 사회보장을 쟁취하기 위한, 한국 노동자들, 그리고 전 세계 모든 노동자들을 위한 투쟁입니다.

| Solidarity Messege for KCTU April 24 General Strike Congratulation to all Korean workers and trade union leaders standing up today for fundamental rights. When a government collude with management to try to take away those fundamental rights to stop workers having a say about secure employment conditions, about right to their fair wages, about security, the very security of their jobs. Then, this is very wrong. It is not acceptable that workers become commodities. We know that the very fundamental tenet of international labour law says that workers are not a commodity. The dignity of work must be based on the fundamental rights. the right to freedom of association, right to collective bargaining, that means a social dialogue that accompanies it. We have now of the world’s work forces in informal work, a situation that is desperate where workers have no secured employment contract, where they have no right to employment protection, where the employer simply decide they want to fire workers. Flexibilisation of the work force lead ultimately to informal work. It means a world where right are absence for too many our brothers and sisters. I salute you for standing up for fundamental government policies that absolutely guarantee the rights. And your message to management in Korea is that a sustainable future is only based on respect on dignity on rights. Negotiation, collective bargaining sorting out the employment arrangement at wages and working conditions at the workplace level is absolutely critical And it it’s not possible having the right enshrined in government’s legislation and policy that allow remedy through labour court or tribunals. This is critical. Your stand today is about Korean workers and their rights, their rights to security. But in fact, it's stand for workers in your region and around the world as we seek to tame the growing power of corporations in the dominant model of trade that now reflects globalization we workers are not simply respected the rights are not respected and we know this is not something we can tolerate. We support you. we support your fundamental right to strike. And we know that your struggle for job security for fair wage for just conditions and for social protection is a struggle that is in fact for every worker in Korea and all around the world.
